There are parts that I love and parts that I don't really like very much. I love the sms background and the Megaman lockscreen. The battery is okay. The general springboard bugs me.
I like the weather mods too.

am i right in thinking that is a slider reading press to start? shouldn't it be a tap to unlock or read slide to start?

Not at all. It's saying Press Start as if it's a game.
edit: I see now why you say that, because it's an actual slide to unlock instead of tap.

I must admit, im not much for 8-bit themes but this theme is RAD! Takes me back from when i got a NES. Good stuff. Also found a few sounds that i may post on here, mainly from the press start character screen.

Wowww...original....hmmmm...Well the idea of creating themes from games using nothing but pictures of characters which have nothing to do with the applications as icons isn't new. I've seen it done with simpsons, mario, smash bros, zelda, sonic, restaurants, ect. What would be really creative is if the megaman icons had something to do with the actual applications. So that if you didnt want to use icon names youll still know what each icon means. That might be too dificult but im sure you can do whatever you put your mind too. Its nostalgic though...and I guess thats awesome in a way. 
Hope this doesn't seem negative...and oh yeah. "No, Its not for me".
